Early in 2013, the rumors became persistent in Moscow about the immanent departure of Prime Minister Dmitry Medvedev. Read more about the mood in Moscow in March 2013 here. You can judge later whether or not these rumors were unfounded:

Vladimir Putin signed Federal Law On Sanctions for Individuals Violating Fundamental Human Rights and Freedoms of the Citizens of the Russian Federation. The federal law prohibits U.S. citizens from adopting children who are Russian citizens, and also prohibits activities relating to selecting and transferring Russian children to U.S. citizens for adoption from being conducted in Russia.

Commentators around the world almost unanimously considered this law as an act of retaliation against S. 1039 (112th): Sergei Magnitsky Rule of Law Accountability Act of 2012 passed by the U.S. Congress.
